The 'before' casualty data is not necessarily that which was used as part of the camera site selection process, but merely represents the three calendar years preceding the year in which the camera was installed.

1.6 Compliance with current rules and guidelines for Safety Camera Partnerships, set out in the National Safety Camera Programme handbook, has no bearing on the enforcement of offences detected by the use of safety cameras. Non-compliance with the rules and guidelines does not provide any mitigation of, or defence for, an alleged offence under current UK law committed by a driver or registered keeper.
